Forestry and Land Scotland (FLS) is a new executive agency of the Scottish Government, led by a Chief Executive directly accountable to Scottish Ministers and the Scottish Parliament. FLS launched the Community Asset Transfer Scheme (CATS) for Scotland’s national forests and land on 23 January 2017, building on the successes of the previous National Forest Land Scheme and meeting our new legal obligations under the Act. CATS sets out FLS processes for handling statutory Asset Transfer Requests, and how we will continue to support broader objectives on social housing, conservation and community engagement.

Key responsibilities/Purpose and role of non-executive postholders

As a member of the CATS Evaluation Panel for Scotland’s national forests and land you will assess the benefits and impacts of Asset Transfer Requests and provide advice to the Chief Executive of FLS, and other public bodies where requested.

Terms of appointment

This appointment will be for three years, effective from appointment date, and there is the possibility of re-appointment for an additional period. CATS Evaluation Panel members are appointed by, and accountable to, the Chief Executive of FLS. The CATS Evaluation Panel will each meet up to four times per year. Non-executive postholders are asked to commit to up to ten days per year to this work, for which we will pay a daily fee of £250 and reasonable travel and other expenses.

Candidates should ideally be Chartered Foresters or working towards obtaining Professional membership of the Institute of Chartered Foresters or another relevant professional body.
